See bug 421565. The Orion Java server now allows this operation to paste a folder as a top-level folder:

> The semantics and behaviour are the same as for copy/move of a folder. You are 
> performing a POST operation at the destination, and the request data contains a 
> source location. The source location can be either a project location or a 
> folder location and the effect will be the same. 

The Node server needs to support this operation.
