I am migrating a customized foo_ps3 workspace. The user has extended Orion and does not use the secure storage. As a result, no users are migrated even though they exist in Users.prefs.

The absence of the org.eclipse.orion.server.user.securestorage/user_store needs to be handled.

I made a correction in commit:

The absence of the org.eclipse.orion.server.user.securestorage/user_store needs to be handled in that a user exists in Users.prefs but not in the user_store.
