Sometimes the appearance of the command tooltip covers up (or somehow disables) the button that it appears for. It happens when the cursor is at the rightmost edge of a button or menu.

1. Find a clickable menu that has a tooltip -- eg. the hamburger menu, or the [+] dropdown menus.
2. Slowly approach the menu from its right-hand edge using the cursor.
3. As soon as the cursor changes to indicate clickability, stop moving the cursor and wait a moment. The tooltip will appear.
4. Try to click -- your cursor will change back to the default, but the command does not trigger as expected.

This is annoying when it happens. The tooltip should not affect the button's function.
