Created attachment 237323 [details] screenshot In 4.0 the sites page got a style refresh, which added a border around the sites list. This looks weird when you have no sites created -- you see a thin, empty border. We could replace this with a message, similar to the navigators ("You have no sites. Click [Create] to create a site", or some such thing).
