Each change req should trigger a jenkins builds [1].

On the jenkins side we can either use the machine running at OSU or our EF HIPP instance [2].

The HIPP (JIPP?) is commenting on gerrit reviews these days with build success or failure, for example see this recent change: https://git.eclipse.org/r/#/c/81564/
