Currently, when hovering over an annotation marker in the left ruler for an error or warning, a popup dialog appears with the text for the marker.  After a few seconds, the popup goes away, making it hard to read the text if it contains a lot of content.  To work around this, it would be good if you could click in the popup, which would convert the popup into a dialog window that can be closed with an X.  Also, once the popup becomes a dialog, it would be good if the text can be cut so that it can be pasted into another application.

This is already the case in Orion 4.0. You can move the mouse over the tooltip and click to make it stay up.  Dismissal is done by clicking somewhere else.   Text can be selected and copied.
