I've done an initial push to allow feedback based on Anton's original work and a sanity check/review from Mark and me. Still more work to do but definitely coming together.

Patch that refactors contribution of the data that drives the UA panel into a service. If no UA service is registered, the Getting Started link does not appear in the menu.

I've added in Anton's patches for IE and mine for IOS. There may still be some problems but I think the basic feature is in reasonably good shape and from here on we should open specific bugs. Thanks all.
