+++ This bug was initially created as a clone of Bug #407109 +++

Creating this as a clone, instead of re-opening, since now in Luna stream, only for "platform binary". 

But, the "reason" is sort of the same. For Platform Binary "product definition", I removed the "configuration feature", in order to fix bug 419092. 

So, now, this bug is back, as it was, in the original. 

BUT, the fact that this only occurs for s390 and s390x (I believe our only two "contributed" executables ... I believe there must be something else wrong with the way we define or copy those. 

And, I'd like find a fix other than merely adding back the configuration feature, since that causes other problems with the Maven/Tycho build. 

(So far, I've only removed "configuration feature) for OSGI starter kit, and Platform Binaries ... not, for example, Eclipse SDK -- hoping to sort of prove the case, and work out the problem with a few cases, rather than "break" all packages)

I notice s390 and s390x are missing from 

.../eclipse.platform.releng.tychoeclipsebuilder/equinox/buildConfigs/equinox-launchers/build.xml

Now that particular file is only used to "publish" something to equinox ... but ... assume if "missing" there ... there may be there files its missing from.

The fundamental issue was fixed in bug 421439 (along with some other fixes). 

Its unrelated to what we decide to "publish" to equinox page, and assume s390 is deliberately left off of that as a matter of policy?
