I believe that this is what I'm seeing. The menu displays a gear for admin users, but shows "Configure" for non-admins.

I think that this is the result of trying to use the contextual menu in an unanticipated manner.

I'm not particularly fond of the gear, though the down arrow does give a good indication that there's more to see here.
