Consider the following 2 reviews:

For the first, the publish comments dialog has IP Clean, Verified, Code Review, in that order. For the second, the order is IP Clean, Code Review, Verified.

In the web ui, both have the same order: Verified, Code Review, IP Clean, which is different than both of the above.

I found that very confusing as well.
