Navigate to the org.eclipse.orion.design repository log. Select one item and navigate through the list using the key navigation. Note, there should be a blinking 'More' command rendered at the page level commands.

I see this, not only on design repo, but on other repos as well. Looks like some commands are rendered and then next render commands is done without them.
