At some point, we will want to test and then "convert" to using to Eclipse Foundation provided repository. (Contents of license should be identical, its just "who provides" it that's changing).

I'm opening this clone bug to "fix" the license source in maintenance builds. 

There might have been a day when we'd say "if no problem, leave as is", but ... these days we also need to stream line and simplify what we do, so I think this is a case where the benefit of consistency outweighs any risk of "making a change" (risk is as close to zero as we can get).
