I could constantly reproduce this whenever orion.eclipse.org was redeployed. I had to start my site and hit this issue right away. However if I stop and start it again, the issue is no longer there. Closing as part of a mass clean up of inactive bugs. Please reopen if this problem still occurs or is relevant to you. I can't really always reproduce it but hit this quite often recently. In orion.eclipse.org, go to site page, start an existing site and click on the URL right away. It shows me {"HttpCode":404,"Message":"Hosted site libingw4.orion.eclipse.org is stopped","Severity":"Error","Code":0} But if I click on the URL again, it worked.
