Reproducible with example  org.eclipse.rap.help.integration.zip, the ’Go Back’ and ‘Go Forward’ buttons to navigate within the help history do not work in IE but work fine in FF.

RAP does not provide a customizable "org.eclipse.help.*" bundles. The ’Go Back’ and ‘Go Forward’ functionality is part of the original platform bundles and RAP can't do anything to improve this.
