When creating a trigger for a transition, we must define an event. When using the "+" button a wizard is displayed. we can put the name but the wizard requires a package to select to store the event. Neither model element or packages are visible and so it is not possible to create the event. Workaround : as the trigger exists it is possible to edit it and request the creation of a new event. In that case, the window with model structure shows the model root element and packages so it is then possible to create an event.
