Consider a Google-alike generic mechanism, which allows to inform users of specific Orion events, e. g:

1. New features have been added to the current user page. The user guide mechanism  is being displayed at the first visit since the new feature has been released and informs briefly what the new feature does, how to use it and some quick links to documentation, how-tos, tutorials and so on.

2. A new view for the particular user page is available. The user guide mechanism asks the user if he wishes to switch to the new view or not, demonstrating a quick preview of the new view.
