The current process requires a committer to pull a change from Gerrit, to create a patch and then to attach it to CQ. This workflow can be automated as part of IPZilla system itself. It should be sufficient to provide a link to a Gerrit change. A script running as part of IPZilla would then automatically create a patch for consumption of the scanning tool.

Great idea.  There is already some discussion in bug 408738; let's continue there.
