Date and time column for all the folders and files are not externalized

Reproduce:
(1) Log in
(2) If the "navigator" page is not initially loaded, go to the "navigator" page
(3) See the date and time column

Similar to Bug 412533, I see a locale date and time string which has the following format:
7/9/2013 11:37:05 AM

This differs from what appears on the attached picture. I think the locale string should be universally understood.

Trying out different languages including Japanese on Chrome using "Display Chrome in this language", I get a similar locale string with some variations in the YYYY/MM/DD format.

I believe the browser is responsive for this function's implementation as mentioned by Mark in https://bugs.eclipse.org/bugs/show_bug.cgi?id=412531#c4
