This is related to bug 411128. We should make the Java 1.7 entry in toolchain.xml file for Maven point to JDK 1.7.0_25.

I went ahead and made toolchains.xml point to jdk1.7.0-latest which is currently symlink to JDK 1.7.0_25.

I updated the toolchains.xml file to also point to the symlinks for jdk1.5.0-latest and jdk1.6.0-latest.
