1. Hover over the user menu in the top right-hand corner of the page (it looks like a person silhouette)
2. A tooltip appears. This immediately causes the page to get a horizontal scrollbar and a bunch of unnecessary whitespace on the right-hand side.

This is a regression from a few days ago. I pushed a temp fix (ken reviewed) that restores the original behavior:

This prevents the scrollbar. However, the tooltip instead looks too wide. Opened a separate bug for that: 410862
