This looks to be related to bug 393460.

In the file /orion/i18n.js, the functions parentRequire.defined and parentRequire.specified are undefined when running with Dojo 1.7.4 instead of Require JS.

A workaround seems to be to iterate over the 'deps' field of parentRequire.module to see if the 'prid' value is the same as the name being requested.
