I have my sorting preferences as:
1. Severity (Desc.)
2. Description (Asc.)
3. Location (Asc.)
4. Resource (Asc.)

Yet, everytime I restart Eclipse, they get reordered to:
1. Location (Asc.)
2. Severity (Desc.)
3. Description (Asc.)
4. Resource (Asc.)

Note: the ordering per "sort category" (ie/ Severity -- Descending) is correctly
maintained.  It's just the ordering that gets lost.
