Some Orion integrations need to override headers, footers and add some custom behavior. They normally do it by overriding globalCommands and css files, but we could do it in a way that better supports merging with Orion changes.

I rised Bug 410192 for css files and I am going to use this bug for globalCommands.js file.

The globalCommands.js files is modified, there are hooks and if a project wants to use them it should implement them in /orion/customGlobalCommands.js file.
