While the freeze report is nice to see unexpected API changes, it is less interesting for consumers of a new build. They are mostly interested in the API changes compared with the last official release.

We should add such a report. For 4.3 it would compare with 4.2.2.

Once we have the freeze report working, it should be easy to add this.
