In Orion 3.0M2, we added a mini navigator to the left-hand pane of the editor page. There's a button that switches the left-hand pane between outline view(s) and the navigator.

Whenever you load the page, the navigator is shown initially -- even if you had previously selected an outline.

It should remember which view you chose (nav vs outline) and show it initially.
