If the CQ submission process can grab a Gerrit Change ID (such as 12521) and a patchset number (such as 3) the automated genie can craft a patch, attach it to the cq and scan the code without committer intervention.

Doesn't it make more sense to consider creating a Gerrit plug-in for this?

It's a lot of cutting and pasting otherwise.

I was going for the simplest, best bang for our buck.  Entering 2 numbers is still better than the process committers have to go through to create and submit patch.
