Event handler can not use CTDS locally

Currently it is not possible to use a Central Test Data Set locally in an event handler (attachment 1 [details]). In my opinion, this should be possible, because an event handler is like a normal referenced Test Case. For a normal referenced Test Case, it is currently possible to use CTDS locally (attachment 2 [details]).

Pre-Christmas cleaning: Since there's been no recent activity on this, it looks like it's not been bothering many people.
