non-English name files are garbled or not extracted on Windows. Please see an attached image.
workaround is using jar command to extract zip files on Windows.
e.g. >jar.exe cvf ExportTest.zip
When using jar command all files are extracted and file name is valid.

Steps:
1. Create a directory and files with non-English characters
e.g.
ExportTest(directory)
 >english.txt
 >日本語.txt
 >한글.txt
 >中文华语.txt
 >mix日汉한.txt
2. export as zip
=> on Windows 8 Korea, extracted file is only english.txt by Windows
=> on Windows 8 Japanese, all files are extracted but non-English file name is garbled
