Go into the Settings page.  Click on "Editor Theme", you'll see buttons for Show Guide, Cancel, Apply and Import.

Now click on the Plugins tab.  The buttons remain but are not applicable.

Happened on Chrome and Firefox on Windows.

Same at orionhub.org so has been around in M1

The same problem occurs when you change from the "Editor Settings" (ie. autosave/autoload settings) to another category. It looks like we're not clearing out the 'pageActions' toolbar when you change categories.

This is no longer a problem with the Editor settings page, since the actions are note added to pageActions anymore.  The problem still happens with the UI Theme page.

Plugin page was not clearing the toolbar.
