This bug is to track improvements to the use of a [Context] to better tailor which services should be made available to a page. 

A great example of a problem here is the case where we bind key-bindings for editor actions regardless of content-type so that a "key" might perform the action although it clearly should not be applicable.

At a bare minimum to mark this bug fixed we need to fix the use of context on the editor and navigator page and use these to drive additional bugs for the other pages
