Please create a mihini-commits mailing list.
I don't know what specific user should be registered beforehand? I suspect that maybe all the mihini committers should be subscribed in advance since e-mails will be sent on their behalf, right?

I've created the list, and you can subscribe here:https://dev.eclipse.org/mailman/listinfo/mihini-commits

As a rule we subscribe a 'system' user to the list and moderate everyone else and then use a post-recieve hook to post the actual data.  I've set this up for the org.eclipse.mihini.git repo.
