Traditionally we have not included pack.gz files in repos that are meant to be downloaded, and installed on hard drive (only for those that are meant to be fetched over a network). 

The test framework itself (the one I checked explicitly) is pretty minor, increasing its size from about 1 M to about 2 M, but suspect this "feature" is present in all our zipped repos and should be investigated/fixed eventually. 

Might not be easy to fix, either, since metadata files need to be fixed (its not just a matter of excluding them on a zip command).

A better example where the impact starts to get meaningful, is the automated-Tests zipped repo ... with PDE Build (jars only) the size was 136M, 
with CBI build (jars and pack.gz jars) the size is 264 M.
