Specific edit or actions are not available when editing an XML file in the XML Editor. This can also be seen in embedded SSEditors, such as the Web Page Editor and the Faces Config Editor, but can be reproduced with the simple XML Editor.

Reproduction:
1. Create an XML file (based on DTD, schema, or template).
2. Open XML file in XML Editor, select "Source" page.
3. If empty, provide some content (ex. <parent><child /></parent>)
4. Place cursor inside parent element but outside of any tag (so, in ex. above, between parent start tag and child tag; ex. <parent>place_cursor_here<child /></parent>).
5. On "Edit" menu, note "Content Assist" action is disabled.
6. On "Source" menu, note "Shift Left", "Shift Right", "Format", and "Format Active Elements" actions are disabled.
7. As expected, since the actions are disabled, the associated keystrokes also do not work.
