If you login to the portal(https://dev.eclipse.org/portal/myfoundation/portal/portal.php) with your committer id and go to 'Eclipse Projects' -> 'Tools for all comitters' -> 'Manage bugzilla targets,milestones and versions'  you should be able to create these.

If your uncomfortable with doing this I can certainy do it for you.
