All new files are treated as binary files if not known by the File Content-
preferences. Files should only be treated as binary if the "Treat all new files 
as binary"-option is enabled.

No, the "treat all new files as binary" option means treat ALL new files as 
binary ignoring the file content types. This is for support of locales that 
have non-ASCII character sets for all file types.
