1. In the Navigator, select a file and click Actions.
2. Click "Copy to" to show a submenu of destinations.
3. Click "Move to", which does the same thing.

Now both submenus are on the screen and they overlap.

sounds like a regression, so will investigate for M2.
I can't reproduce it on Chrome, maybe it depends on the particular folder, etc.
