Shawn, I think we ran into problems with different versions of the bundle since we required a newer one than what was available in 1.5. Do you remember?

The problem is that 1.5 does not have the packages (added in 1.6) and p2 does not provision the bundle properly.  See the following bug for more details.

If 1.6 becomes the BREE this would no longer be a problem and there was a bug about that IIRC
