Build 20030107

When synchronizing with remote CVS server, it will check local CVS information 
for a while, and then interact with the remote server.

In case of failure to connect to host, then the local CVS check was a waste of 
time (maybe it could ping the host before doing anything?).

I'm not sure this would help but it may. The ping would require some timeout
value and possibly force the user to wait anyway.

This bug has not been touched for 2 years. Closing as WONTFIX. Please reopen if 
you feel this is still an important issue.
