we have lots of pages that don't need the toolbar, and it looks funny to have the bordered, blank space stretched across the top.

The problem we have is that the notification area is located there, and the status message area report messages there.

So we have not been able to take it out.

We might want to think about where else notifications and status messages could go so that we could get rid of the toolbar.

Alternatively, maybe we should style it differently (remove the border) so it doesn't stand out as much.
