I have no idea if this is a new or old problem, because this page was not working in the current build (undeclared dijit dependencies).

If I add or remove users on this page, I have to refresh the page to see what it did.  

Also, if there is a bad request (such as malformed email), the creation fails to the console but nothing is reported on the page.

The problem with remove was my bad during the dojo conversion and other cleanup.  Fixed in
http://git.eclipse.org/c/orion/org.eclipse.orion.client.git/commit/?id=d07a63ed5f49a0cfdbc0996a66b200e5c5767b55

But I'm not sure why create is not refreshing, it's using the same pattern as delete.  The function provided by the caller of the dialog is never called even though it's passed to the deferred.
