Some of the RAP project builds are failing due to missing p2 repositories. These p2 repositories are usually served by build.eclipse.org, e.g. see log at  https://hudson.eclipse.org/hudson/job/rap-2.0-runtime/302/console.

A quick check revealed that none of the /shared/... directories on build.eclipse.org can be reached via http ("Connection refused").
