m2e-wtp contribution to Kepler M4

Hi,

I'd like to add m2e-wtp to the Simrel Aggregation Build according to http://wiki.eclipse.org/Simrel/Contributing_to_Simrel_Aggregation_Build

I can't push my contribution to the canonical repo. believe I (fbricon/fbricon@gmail.com) need to be added to the list of authorized users of the org.eclipse.simrel.build repo.

m2e-wtp missed the M4 window but I asked the PMC to request a Planning Council Exception to get it for M5. 
Should I reopen the bug?
