It's desirable to extend the behaviour or existing tools and drive the review flow using R4E as a client, 
however the meta-data mismatch between solutions places strong limitations. 
  The following task aims to create a structure that allows the creation of additional meta-data in the form of git notes.

After discussion, git notes have some limitations and cannot be used here.  We will store the metadata in git branches on gerrit, in a similar way gerrit does it.
