Android 4.2 on Nexus 7, mobile chrome 18, using minimal editor example

I can select and copy text using touch controls in the editor, but then if I go to a new blank line, I can't activate the cut/copy/paste control to perform a paste. I have to type some characters, then I can select them and overwite with a paste operation. It seems holding down a touch on a blank line should bring up copy/paste control so I can paste contents on a blank line.
