If a patch has changes for projects that are inside a workspace and also changes that are rooted above the projects, then the patch as a whole cannot be applied. Also adjusting the leading segments doesn't help, especially because it only allows '0' if I apply it to the workspace.

1. clone ssh://git.eclipse.org/gitroot/platform/eclipse.platform.text.git
2. import 'org.eclipse.jface.text.tests'
3. try to apply https://bugs.eclipse.org/bugs/attachment.cgi?id=224479

This bug hasn't had any activity in quite some time. Maybe the problem got
resolved, was a duplicate of something else, or became less pressing for some
reason - or maybe it's still relevant but just hasn't been looked at yet.
