Pop-up help is not navigable or consistent. 

If pop-up help is not available for a particular control, e.g., the use 
default location check box in the new projects wizard, the pop-up should say 
so. When it is available, it would be very helpful if it were navigable with 
the arrow keys. BTW, it is possible, via MSAA, to provide “virtually 
navigable” text. That is, the native control does not provide navigation but 
the screen reader does via MSAA. I don’t know precisely how this is done. It 
has one downside in that GTK may not provide equivalent function.

Tod, I think you are referring to F1 help (pop-up) and the fact that you can't arrow through the F1 help text, correct?  If so, this bug may not be valid any longer since the help tray now appears when you hit F1.

I think this can be closed now as we have the help view and default help support throughout the UI
