My case is:

1) I have Orion at eclipse.org (1) and a remote Orion-based app (2)
2) Orion-based app (2) provides multiple services:
- taskService
- fileSystem Service
- page actions
- sitesService
3) I would like to install them all into Orion (1)

I can:

1) create a plug-in on the remote site (2) and put all the services inside
2) create multiple plug-ins in a similar way we have in Orion now

If I decide to choose the approach 2) I would like to have an easy way to install all my plug-ins at once. Maybe remote apps could provide a plug-ins catalog url and the user would decide which plug-ins he wants to install and start immediately... 

I think that Get Plugins thing could be generalized to achieve that.
