When a new rule is created, the validation checks to see if there is another rule with the same id under the parent violation element.  There is a problem when a rule with the same ID is created within the same eclipse session, as the Violation is set in the dialog when it is first created,so the violation psrent reference is not updated when the dialog is reused.
