We need an accessibility review on our new dropdown support.  The dropdowns are used in the related pages menu, user menu, and command menus such as navigator actions.

Carolyn, I think this is ready for review.
Our menu items are getting role "menuitem" but one thing I wasn't sure about was whether the menu dropdown should get role "menu" or role "popup".  right now it is getting neither.
