If I check the "Enable watch/edit for this project"-checkbox in the project
preferences - CVS, this should be stored in the .project file, so that I can
check in the .project and someone else check it out, having the same
preferences whithout adjusting this feature manually.
It also would be nice, if I could configure at project level, that modifying a
resource performs an cvs edit. Actually it depends on the global preference
Team-CVS-Watch/Edit-"Configure projects to use watch/edit on checkout", that
results in having the watch/edit feature checked in every project beeing
checked out.

This is planned for 3.0. However, it won't be saved in the .project file since
that is a Core specific file but there is a plan to create a metadata area
within a project where each plugin can store there own metadata files (see bug
36965).

As of now 'LATER' and 'REMIND' resolutions are no longer supported.
Please reopen this bug if it is still valid for you.
